Short answer: Yes, it will work perfectly well. Long answer: the ryzen 2700x won't bottleneck an RTX 2080, so an RTX 2070 is fine, don't worry. The ryzen 2700x will bottleneck an RTX 2080ti though, at 1080p and 1440p. At 4K the bottleneck is still the gpu.
